LA's Recent Rules For Adult Movies
In what can only be described as a key move by the city council for the adult film business, Los Angeles have voted 10-0 in favour of modifying the law for condom use in these films. Now, any adult film that is wanting to acquire a permit must ensure that they use condoms on the film set. Anyone who is found to be breaking this rule will have their permit revoked and will be fined.
Based on the city council, this modify has been brought in for two causes. The most important reason is to stop the spread of STD's on adult film sets in the region. However, the other reason is to set an example for other city councils. Los Angeles is hoping that they can be the very first city council to 'start a trend' which others will follow suit, until finally it becomes national law.
Even though the final say on this change was implemented by the city council, the AIDS Health Care Foundation has been trying to get this change issued for a long time. Brian Chase of this foundation said that doing this change was "common sense" and that it would aid "deal with the spread of std's."
The activists that have been trying to get this changed to the law have said that this has been an issue for years now. They went onto say that STD's have been spread on film sets because the directors did not want to use the safest durex condoms because they believed this is something their viewers didn't wish to see in their movies.
When the AIM Medical Clinic was closed down last year in Los Angeles, many activists really pressed for this change, and they have finally got what they have wished for. Their argument was that there are now fewer locations to get tested in the city so more precautions need to be taken.
However, you'll find people that do not believe this will make any difference. Some believe that this will just push the majority of film sets 'underground'. The law states that inspectors only come to check to see if there is an issue if a complaint is filed, which will mean that somebody on their own set would need to issue a complaint, which is unlikely to take place on an underground set.
Of course, the thousands of people that have been trying to get this change implemented will see the change in law as a huge victory, as it will at least mean any adult film that wants to follow the law will need to make sure their actors wear condoms.
Many won't be aware that this is not the first time this policy has come up against the council; however, every single other time it has failed. Diane Duke from the Free Speech Coalition said that this legislation has come up to be voted on "several times", and it has failed all the time. If this type of change affects the spread of STD's in the regional area or not only time will tell.
